In the photograph a small group of firefighters is shown in the lower right hand corner spraying a fire inside a building that had been heavily damaged by both the earthquake and fire. All around the firefighters and throughout the picture you can see cables and power lines dangling from poles and building. The fires burned for weeks after the earthquake, which occurred on April 18, 1906. There were several reasons for this. First, most water mains were broken and firefighters had precious little water. With more than half the population homeless, many people resorted to outdoor campfires to cook. Finally, arson was a major contributor since many people had heard that insurance companies only paid if a damaged house had burned and denied those that had sustained only earthquake damage. The problems became so serious that martial law was declared and officials began dynamiting entire blocks of homes around burning buildings to keep fires from spreading.
